To answer simply, no, there isn't. Once you choose to leave him on the Floating Continent, he's gone for good.

Shadow was alright didn't use him much only as a trump card when I needed an extra boost.
If you didn't wait for shadow on the floating continent you'll never get him in the world of ruins unless you use cheat codes. | |

Same applied to the SNES version, where - by glitch - you could get General Leo as a permanent party member. His equipment is still unmodifiable though without hacking. (Also, you can skip Celes in every version to date and get one of the moogles from the beginning of the game (Kumama IIRC) instead).
