Is there anyone who this would actually be worth using with? I haven't used it at all, and I don't need to, but for future reference is it worth using on anyone?

Well it allows a character equipped with this relic the ability to equip any weapon/armor/headgear in the game regardless.
I would give it to edgar or locke so they can equip any armor they previously couldn't equip, or for celes and Shadow to equip any weapon they previously couldn't. | |

I know what it does, but I've never had a real use for it. It's basically a waste of a relic slot to my old-set up. I suppose it'd be useful for someone like Strago: old man gets to wield Lightbringers...

You know,you're right.It is a pretty useless equipment. Unless you wanna see someone use something that's a bit wierd for them. Like what Mcilrath said,Strago wielding a Lightbringer...lol^_^
