Despite there being no editing tools, the modding community has already released a mod that will increase the difficulty of the game quite a bit for anyone looking for a challenge after completing the game. I found this when I was perusing the 2K forums in search of an interesting topic to post in. Here's a list of things it changes:

They should include something is this mod that penalises you if you die, such as incur a cost in dollars to respawn, or lose some ammo / other items.

I'm not sure if that's possible with the files they edited, but after I beat the game hopefully tonight or tomorrow, I'm going to take a look at the files and find out and maybe rig such a system up. Hopefully SecuROM doesn't object to adding things in like that. It's very likely that it could. What would be a good amount to deduct for dying? $100 seems good considering that's a large chunk of cash, especially since you can only hold $500. You can only die five times before you're out of cash and are basically screwed.

cool, i dont find this game that hard (although not exactly piss easy) so ill probably make the most of this mod after my current playthrough.

I don't know, I find the game pretty hard so far. Maybe I just suck at it. Would help if my sound wasn't *bleep*ed up.

between 50 - 100 definately.
Also, depending on what costs you go for, maybe start with less than half health so you have to use a hypo.
