I'm in the fleet hall theater and it tells me that my goal is just be on this glass door, but the door won't open and there is not other way that I can see into the theater. Help?

Yeah, I got stuck there for a while too. Like Haranabi says, there's an elevator to the left (I think) of the door.

A bit of extra info, you know that place where you go up the stairs and see the shadow and Cohen says something like "You think I would meet with my public...while I am preparing?!"? You can go through there after you complete all the goals for the level.

Ugh I hated that level. Mostly because I dont like the map system set up in the game, and I was always confused as to where to go. Also because there is only one vita chamber so if you die you go all the way back

I got stuck too. I was walking around for an hour saying what the f man? And then I see the stupid elvator switch which I didn't see before.

This seems to be a really common thing for people to be stuck on, but I don't understand how it's that difficult. Maybe it's just me, I don't know. If a door's locked, either I missed a key or there's a way around it. I always try to find a way around first before backtracking for some kind of key.

so is taht cohens room? cuz after i killed him i been looking for his apartment for awhile trying to find a power to the people thing

No, that is just a projection booth. Cohen's room is in an apratment in a different section of the game much later on.
