I think you can still fuse the persona - you just don't get a reward for doing so. Generally she wants the persona to have a particular skill which requires using inheritance.

I finished the two requests regarding Treasure Hand and Wealth Hand (Level 1 and 2 of Tartarus). Elizabeth gave me two powerful weapons (Toy bow and Nail bat).
