I can answer that one for you.

Daisy closed it down because unmoderated forums generally do not have off topic General Discussions. Without a local moderator having one which wasn't moderated or didn't have an eye on it isn't the best move in many cases.

If a moderator is promoted here, then there might be a new off topic General Discussion if they allow it.
