Yeah I noticed that a while ago. I thought it was a bit strange giving us unlimited oxygen when there is very little down there to look at.

Another word for mini-sub. Like an underwater Jet-Ski. In a mission, dont know where it is in free roam though.

I looked around all the islands, no underwater scooter, and yes I finished the game, maybe theres a vehicle spawn code in a cheat disc maybe.

Besides it not that great, very slow, and a poor handling trying to get it out of the place you get it in mission.

Sometimes there is a bit more to look at. Once there was a solider in the bit where there's a wrecked boat and he was under water and it looked like he couldn't swim! It was weird and funny!

Surly the developers included some sort of under water caverns or sea life, its a real shame if not,

the under water scooter is located on the mission sink the buccaneer (mission 18) after you have the brief cases and you have to get to the boat open your map there will be a black do t go to it and push the button to drop it in to the water

i was playing yesterday and i was flying an i saw this huge shadow underwater dont know what it was but it looked like a shark?
