Yes, each country that you visit is considered an area. There are 8 areas in all. Once you enter an area you will see diferent sub-missions in sets of 3. If you look beside the name of the mission you will see a number. That is the number of the mission.

For example, you need to beat Area 7, Submission 10 to unlock the F-22. You do this by going to area 7, and beating the sub-missions untill you reach sub mission 10.
