I was just wondering if it is possible to make scrolls by yourself with paper that has enchantment points .

I'm pretty sure it is but your going to want to get an explanation from ShadowJ or another smart alick to describe it for you.

no you can not make your own scrolls. the paper that you would use doesn't have enough of a cost to make almost any spell work. the only spell you could make wouldn't be very powerful at all and would be just about pointless...

Plain paper in the game has 50 enchantment points, which is only 10 less than a Daedric cuirass. The thing is, you can only "Cast Once" with it, like any other scroll.

Just, to add i could probably make a mod allowing you to create your own spells because i am into modding at the moment, but i lack the computor version so you could request somebody else like AlienSlof to create it
