There is an inconsistency in here about Bowser being a spiked enemy.

1.) In the first two Paper Mario games, you could jump on Bowser. In this one, you can't because, according to Tippi, he is a spiked enemy.

2.) Referring again to Bowser being spiked in this game, when you are controlling him, anyone can jump on Bowser and damage him rather than taking damage themselves. O'Chunks, Mr. L, the Ninjoes, the Sammer Guys, etc.

I have noticed that, but what you have to remember, is that this Paper Mario game is different than the other ones, and that Bowser can already do massive damage to the enemies, let alone use spikes.
