Anytime I go to the Town, the people talk about the 'balloon guy' who "Isn't here today". Does anybody know who he is?

His name is Phineas and he is a sea-otter I believe. He will only appear in the city on sunny, clear(?), or cloudy days. He will give you a free Bunny Balloon, Balloon, Pinwheel, or Bubble Wand. (multiple colors as well)
Edit: Scratch that, hes a sea lion I think. >.> Also if you need any help with anything you can refer to the Animal Crossing NeoWiki, the link is below the header in the main forum. There are a lot of helpful pages and pictures there, just look up Phineas. ------------------- | |

And remember, you can only receive one item from Phineas per every visit he makes to the city square. He'll never hand out two free items to the same person in one single day.

he is something like a sea lion or otter and he is called Phineas. the following things he will give to you for free: BUBBLE WAND: press A and you will blow bubbles PINWHEEL: when you walk it will spin but when you run it will spin faster. BUNNY BALLOON: a cute balloon to just hold. BALLOON: a balloon to just hold. you can only get on of these items when he comes.

if you see him, get a gift, and go back to your town; if you go back to the city the same day, but later, will he give you another gift?
