what the hell is EV and IV?

Ev's - Effort values, obtained in battle. Each pokemon gives certain ev's.

Iv's - Individual values, determined when a pokemon is bred or caught. They can't be changed.

Can Ev's be raised???

yes Ev's can be changed without going into great depth Ev's and natures determines your stats.... if you ever battled your friend with the same lvl pokemon or seen it you would notice the stats aren't exactly the same like between me and my brother who both have lvl 100 rayquaza's i raised it myself and my brother used an action replay his rayquaza's health is in the 330's while mine is a whopping 410. This is because i especially trained it in hp

every pokemon give certain Ev's like zubats give speed and tentacool's give sp attk and this will help alter you pokemon's stats

i didn't purposely train my rayquaza in hp but i only used him when i battled glacia and since her ice pokemon gave hp ev's you would be surprised how much it went up the first time he lvl'd up he gained +13 in hp and i just kept going

of course you can only get so many ev's to stop ur pokemon of reaching a ridiculous stat to tell if you have got the maximum go to slateport and search for a girl in the bottom left corner by the sales people if you have gotten them all she will give you an effort ribbon
