i have a the ruby version and it wont trade with the emerald version all it does is make me wait..... ive tried everything different link cables different games it just seems like the version wont trade theres nothing wrong with the game it works fine theres just no trading and its not my gameboy because ive tried 3 different gameboys...... what should i do or where can i go to get this fixed

I'm sorry, I can't tell you what is wrong. The checklists you need for this to work are:
2 compatible cartridges (which you have)
2 GBAs or GBASPs (Note, DS don't work)
1 GBA link cable (not the older link cables)
With these three things you should be able to trade. You said you have tried different cables/Gameboys, so it is probably a fault in one of the games.

If u used a action replay it could have made it so u can't trade certain Pokemon thats what happened to me and u do also need a GAME BOY ADVANCE link cable or u could just try the wireless adapter that comes with FireRed and LeafGreen. This is the extent of my knowledge to ur problem Sorry if i wasn't any help.
