Capturing Location: After you've beat the Elite Four in Pokemon Universal (new game after Platinum with Kemania as the cover), surf to the Emperor's Palace on Royal Island in the very north tip of the region, fight all the wild Pokemon there which are all above Lv 50. Once you reach inside the Emperor's Palace, fight all the wild pokemon there which are all above Lv 60. Once you've reached a room with treasures everywhere, climb up the stairs and you'll reach Kemania at Lv 80.
Recommended capturing procedure (if you find it): Burn it, paralyze it, poison it, freeze it, or put it to sleep, and then use the Master Ball to capture it. Just by using the Master Ball will not work since Kemania was an unknown pokemon when the Master Ball was created.

Role in Story: Eon was once the commander of a Pokemon fort near the universe rift, fending off intruders from the dark universe. Palkia escaped the war by teleporting into our demension, trying to warn us of the war, while Eon was also captured.
