Does it spawn anywhere or is it only available during that mission where you spot Martinez?

Yeah, it is only available during that mission where you take picture of Martinez and that FBI guy. It does not spawn anywhere. But I believe it is obtainable with Edison Carter's Cheat Device.

It's a real shame, the camera was always so fun to use, but once it's gone, it's gone, unless you use a cheat device.
