Does it matter if your Crew Member wins the race or if you do, my scout has won 2 races now, and Ive come in second will affect my completion or my cash in anyway?

It doesn't effect anything. I like using Scouts because if you're in a close third, your scout will win for you. Don't be a glory hound and you'll be find.
