You have to own Sims 2 Nightlife. Then you neeed to be bitten by a vampire.

2 ways:
you can use boolprop testingCheatsenabled true and shift+ click rather the character or the mailbox and one of the options is become a vampire or you can become friends with a vampire untill they bite you you need sims nightlife for all of this | |

I don't have Nightlife but I Shift-clicked and there was an option.
