Can somebody tell me why it wont let me? I registered and everything! So why isn't it working and is there another site with horses?

It's not supposed to create a shortcut. It's probably a .zip or .rar file. So what you need to do after downloading is extract everything inside that file into My Documents/EA Games/The Sims 2/Downloads. Then start your game and enable custom contents when prompted.
