do I have to beat that chapter with an A or better to continue? Ive gotten a b but the game doesnt give me anything new after that (no manual)

What I remember was that after beating Weskers sub-scenario Rebirth 2 I unlocked it, so I'm guessing it's something to do with the Sub-scenarios.
