Hey iv just started playing R+C and i think it's awesome! I just noticed there are skill points up for grabs and was wondering if you can revisit planets to get the ones you missed?

yes, you can revisit every planet to get your skill points.(except for the very first planet you start the game)Some Skill points require you to play the game more than once but don't worry all the skill points that you've gotten transfer over to your new game. I've completed the game 4 times and obtained all the skill points so if you have any questions with any of them just ask .
