i talked to the man by the car and went in his transfer and then talked the owner of big wave behind the counter but all he said was what are you doing here.

If you look around he should have a fridge or box or something in the back walk up to it examine it and talk to him again and he will sell it to you for 3000 zenny at least i think thats what you do i know for a fact that you buy it for 3000 zenny though.

after he tell u where is the data,go to Amaken Musuem and go open the space colony wavehole.The data is in that wavehole.
