They are the High Quality version of Mithkabobs. You can make them as soon as you start makign Mithkabobs, but you will have a higher chance of them being made if your level of cooking is very high.

Hmm...if you mean Meat Chiefkabob,

Then the level for making it is 45ish. ISH. yea, you'll probably be safer around 48-50.

oh ya, your makin the +1 versions...then you'll probably want around 60-70 skill level, i dunno, to be making them constantly.

The level for cap for Meat Mithkabob is actually level 38 cooking (as in the level you stop gaining any skill from making this). You can start making this at around level 28 but if you do decide to start at level 28, you will be losing a lot of money and is NOT recommanded.

Meat Mithkabob (as other has said) is the normal version of Meat Chiefkabob. Chiefkabob is basically the "lucky" version in which you get an above average syn... also known as HQ. There is 3 possible HQ for Meat Mithkabob... HQ1, HQ2, and HQ3. HQ1 will give you 6, 2 will give you 9 and 3 gives you 12 (or a full stack basically). You will get HQ one once in a while at level 50 (around 1/10). If you level your cooking to around level 90, youy will get Meat Chiefkabob results more often then Meat Mithkabob.

The theory on HQ is believed to be your current level - level cap of the targeted item. This will give you the percentage of the HQ result. This is a theory and not a fact. Also it it believed that new moon or full moon gives an increase chance (once again rumor, not fact).
