Ok so when I am playing online and get killed the little map comes up asking where I want to respawn. So I find a spot that seems like a good sniping spot but every time I try to respawn there it brings respawns me at the same spot every time. how do I respawn at the spot I want..?

You can't.
Team games have you respawn at your home base, and Solo games just throw you in a random respawn point. Tbh, I don't see the point in that map  -------------------  | |
