It's absurdly terrible. It doesn't even hold a candle to PSP shooters such as Medal of Honor, Syphon Filter, Killzone, and even MPO if you consider it a shooter. I haven't tried GRAW 2 on PSP yet, but I probably will. I'll keep you posted.
