I'm trying to take over the Tattaglia nightclub in Brooklyn, but the only character in the bar room with the puppet icon over his head is the waiter who asks you to destroy his neighbor's car for him. I'm guessing I have to accomplish that favor before I can unlock the downstairs racket.

I've looked all over on the map for the target of this favor and can't find it. Can anyone help me?!?
