Tiamat's lair is in the Sky Fortress....to enter you need the flute which u get in the near begining of the game. Go to the Mirrage tower in the middle of the destert and play the flute. The door will open....enter and go through the tower and you will eventually reach the Sky Fortress where Tiamat is waiting
