I'm not really sure what to do right now as I cant get past this room without the staff and this is in the main quest line. Any suggestions? It sounds like it glitched. You can use the console to advance. Open the console (~) and enter the following "setstage SE03 45" (without quotes). This should advance the quest to the point where you have entered the staff.
