Just because it has been compared to GTA doesn't mean it rivals it, and it doesn't mean that it has the right to an automatic fanbase.
GTA has been around since the PS1, and has been hugely successful. That being the case, it has inevitably built up a fanbase. Saints Row has been around since this generation, and has only had moderate success. There's your answer, there's a good fellow.
