Did you find Marie the Highlands Ranger yet? That was what put me over the top. I slept in the house in the Highlands, and in the morning, walked out and back in and she was there. Make friends with her, do some tidying up of the Highlands and that should do it. Otherwise, keep visiting her...eventually she'll ask you to try out her paraglider. Doing that should put you up to 3.
