It's the last song I need to do on expert, and I just can't do it. -------------------

Practice other songs and build up your endurability and stamina in your arms. Come back to this song later, when you feel you are ready. When did you buy your drumset? If you swear your hitting the notes at the right rate but it's not registering any of your rolls, then you may have a defective model. You can easily mod it without voiding your warranty, or you can send it in for repairs. How far can you get in the song before you fail? I can hold off overdrive until after the first chorus, then I use it there and earn the next two overdrive phrases, and then use it when I have to during the final chorus.
Also, make sure you earn the first three overdrive phrases in the song, they will be necessary for survival. Feel free to take a pause during a drum fill for overdrive, my arms are killing me after the guitar solo and I usually pause right there. Hold off overdrive until it is absolutely necessary to use it. Learn the foot pedal pattern. If you learn it, that'll boost your rock meter up a bit. Alternatively, if you can't learn it, just skip it and hit it every now and then, do not try and hit all of them if you can't. I use the second method and get 81%, although if I did learn the foot pedal pattern I could probably 4 star it and with practice and a better drumkit, 5 star it. If all else fails and you feel truly desperate to beat this song, have someone foot pedal the kick pedal for you using their hands or whatever. I did it to pass this song before (although now I can pass it at ease), and it's nothing to be too ashamed of. Those are all the tips I can think of for now.
