i found a vid on youtube that shows a small part of what could possibly be Half LIfe Ep. 3, it has a boss right towards the end that after he is beat the portal gun breaks and you leave a building. is this legit?

There's only some concept art around, nothing more. Most likely the footage you've seen is using one of the many half life mods.
