To get the cheat gnome (this is for the wii version) I found it works if you're in build mode and have just built a wall. Then, hold the B button while pushing left, up, right, down. You should hear a sound. Then return to live mode and then look around. There should be a blue gnome by the sidewalk somewhere on your property. Walk over to it and "activate" it. It will give you the option to "give sim simoleans" it will give you the money in increments of 10k. And you can get up to 999,999k.
Once you have a friendship of over 50, you can generaly (depending on the sim) get kisses. As for marriage, your friendship should be in the 90s.
