Level 1, but it's well worth the time if you want to make the strongest team.

any legendary except celebi jarachi and mew and maybe acouple other of the small meek legendaries like those so ide say like giratina and dialga and palkia but other than legendaries ive found that luxray is pretty rare and strong

Get a Giratina. It learns a move every ten levels exept for level 100.
