for the speech i suggest doing the "Gotta shoot Em in the Head" quest. you get 5 speech challenges in underworld asking people about the ghoul who wants the keys and you get about 2 for each person you want to get the keys off.
Also, a regulator duster and Button's Wig help a lot. MM | |
