This is a really old glitch, it happens to Charon and Ted Sawyer too, its a randomly caused glitch that will have no effect on gameplay.

For one reason or another the game replaces their arms with Deathclaw arms. It goes away after a few minutes though.

how do you get ted strayer to follow you?or does it just happen when you meet him in rivet city and 'Chill' with him

You can't get Ted to fallow you around, the only purpose he serves in the game is a character for 2 quests.
