Every time I make a transfer offer that isn't immediately rejected, it is put on hold until the end of the transfer period. How can I get around this?

EDIT: Not all transfers. Owen and Buffon were, despite me offering 60K points and 5K wage to both of them - Wijnaldum though worked, and I signed him.

I think its meant to be the "delay accepting offer" like on football manager in the hope of having a higher offer made by another team or yourself, as if I remember right you can increase your bid.

I can't offer any more.
