Ishy, what he is talking about is a command to activate the developer tools so that you can basically do whatever you want in a map (all cheats, ability to go outside the maps, etc.)

mkds, thereisacow is only needed for single-player. For that, you open the console and enter "/seta thereisacow 1337" (no quotes) and press Enter. Then enter "/spdevmap bog_a" and then after it loads exit out of the map and load the level you are currently at or start a new game. In multiplayer, the thereisacow command is not needed. Type in "/devmap mp_yourmapname" and all cheats will be enabled once the map is loaded. For instance, to load Creek you would enter "/devmap mp_creek".

For anyone about to freak out about cheats, this CANNOT be done in a regular server. The game prevents it. You have to be the server host and have it set up specifically to allow this and anyone who joins would have the same ability. It also would not be ranked.
