uh... if i am not mistaken they r for finding legendaries in dungeons such as darkrai or lugia, but how do u get them? i am racking my brains out trying to figure it out.

You have to get them for rewards or find them randomly.

You find them randomly in Extra Mission dungeons, I believe.
