Is this just the added content, or does it contain the full Portable Ops game as well, because I don't own either and if this has the full Portable Ops along with the new content I might as well get this instead.

Doesn't contain MGSPO at all. Get MGSPO first tbh, since it has the storyline, and more, THEN move on to MGSPO+
