To answer your first question, you must be group part #1, or you may not have a say in anything that occurrs within the game except what CO you are using.

And your own voice chat.
It'd be better if it was like in MK:DS Wi-Fi where 2 people get to choose 2 circuits and it's random out of those 2... but in this case it's maps and rules. -------------------
