i thought that cheats were just supposed to work while playing the game. i thought i could just type them in at any time? then a friend told me that you needed to type it in where it named a new city...however then the city is just named whatever the cheat was? how am i supposed to use the cheat? (im just talking about the porntipsguzzardo one)

Yes, only some cheats work if you type it in the name of a new city. Others work when you are playing.
