I got a question on the intel career, answered it right, and as a reward, it said i have access to a secret lot, but I cant find it. Anyone know anything?

I think you misread it. Chance cards only result in skill gain/loss, promotion/demotion, and money gain/loss.

To visit a secret lot, click on your car and pick drive somewhere and it should show the secret lots you have access too. Do the same with a taxi if you don't have nightlife.
