I noticed the achievement that mentions something along the lines of "Find the PLA helicopter and fly it around the island in Dragon Rising". Where is the helicopter, and why does it say "in Dragon Rising"? I know that's the name of the first mission, but the game is open world so shouldn't it not matter?

It's actually just talking about the first mission. The heli is located right next to the SAM site on the western part of the Island. In order to get the achievement you have to be in the heli as is flies over a sizable chunk of the island. BTW, it's only the little island you start on that you have to fly around. I found that the easiest way to get this was to clear out all secondary objectives first, and then take the Copilot seat and order one of your guys to fly around using a series of waypoints passing back and forth over the island. Then just leave the game for a couple of minutes. When you come back you should have the Achievement.
