I freed the prisoner at the bricked up building in the fishing camp. When I left to go to mikes bar the indicator on the map still showed the fishing camp highlighted with the red ring. when I returned to the camp, all the men I killed was alive! so I re-killed them and reentered the brick building where the prisoner I freed was gone, great.
I left the camp but the red ring still highlighted the fishing camp. so I returned again to fight the guys I killed twice already. this time I could not go into the brick building. I left the camp again and still showing the fishing camp highlighted. I returned (forth time) still had to re-kill the 4 guys and still unable to reenter the brick building. I read through the walk-through and there is no mention of this repeated pattern I am stuck in.

It could be glitched. Try reloading a save before that point and running the mission again.

That what I ended up doing! I actually changed the mission and went to the other enemy side. That sure was a strange glitch!

I have the exact same problem except i can reload a save all the way back to 2 missions prior and it still glitches.
Also it does it for both sides of the mission.
