I don't know about Story mode, but in Free Play, you have to take your Sim to a community lot at night. Then, sooner or later, a pack of hyenas will come. Click on any hyena and select "Greet Everyone". If, while you Sim is walking toward the selected hyena, another command appears saying "Be Attacked", cancel it. Then, when your Sim has greeted all the hyenas, click on any hyena (it doesn't have to be the one you clicked on in the first place) and choose a positive interaction, such as "Play... Razzle" or "Give Love... Stroke/Feed Treat". You need to have a good enough relationship with the pet so that when you select it, it'll have the option to adopt it. Good luck!


P.S. Here are some hints that might help too.

1. It helps to unlock the bone from Story mode, and then buy a bunch so you can play fetch with it.
2. When you adopt your pet, you will need a pet bed (Barter mode, Beds, inside or out), a food bowl (get from Barter mode, Storage items, under the first item),and a chew toy (Barter Mode, Fun, second item). It's also a good idea to have a bathtub to wash it.
3. The same hyenas don't come to the same place every night. You may not see the favored pet for awhile, so bond with different hyenas too.
