It would break the timeline to have Teddy appear. Ok, technically he was probably around during the time of Persona 3. But he was in TV world which nobody could enter at that time. Persona 4 is set after Persona 3 so it would be a continuity problem to have Teddy appear.

That does look like Yasogami, but remember that Yukiko would've still been in middle at the time of persona 3.
Here's a babelfish translation of the page. It's a poor translation, but the gist of it seems to be that if you pick the female protaganist, you will go to Inaba and visit Yasogami High in the summer holiday.
