It's down in the Deep Sky vortex, when you're trying to recover Fina's ship. There are two spots that make a signal that will dig up ore with the crane.
If I recall rightly Fina's ship is in the topleft area, so look in other areas for the ore. There isn't much ground to cover though, so it shouldn't take too long. ------------------- | |

I found the velorium on accident since I knew that there must be something worth finding down there, so I just combed the area. Actually, it's called the Vorlik Blade, but whatever.
