IIRC, its at the end of the forest, the girl you accompany through the forest will give you it, somewhere near the second gym.

Either one of the two things you can first go to eterna forest the girl with the green hair will go with you at the end she gives you a soothe bell as a token of graditude bla bla bla or just go to pokemon masion and one of the maids will give it to you!
