you need to beat the elite four then go to mossdeep city then go to steven house and it will be there in a poke ball. ------------------- | |

When you finished the pokemon league, you surf right off pacifido Lodge and you will find an island sort of place and there will be an entrance. There you find Rayquaza, it's called the Sky tower and doesn't appear on your map. You'll need the mach bike. At the top, you'll find Rayquaza. | |

Yeah, you need Mach Bike to cross the cracked floor, you need to be at least 3 steps away to accelerate to full speed. ------------------- | |
