Square Enix haven't announced any plans to release The 3rd Birthday outside of Japan, but I don't see why they wouldn't - aside from really poor sales that make them think it's not worth it. The game is currently TBA 2009 in Japan, but honestly, I don't see it happening this year, since both Square Enix and HexaDrive haven't said anything recently.
